how old are the tires? It can be a PITA to get them nice and black again after they're getting old and faded. I'd say best bet is a good scrubbing, then the best you can do is a good water based trim dressing like vinylex or zaino tire shine. The silicone based tire shines like armorall or black magic always seem to brown the tires sooner.

I clean mine with full strength purple power, brush them and hose off.. Then apply this blue type silicone tire dressing... Expensive stuff but works mint.

    Lightbulb Tires

Dupont use to make what they called Tire BLACK. We use to use it by bushing it on. Back inthe old days farmers would but the stuff after the crops were in and paint their disc blades with this so they would not rust. Find you a place that recaps tires and they will have what you need or have a way to give you a fix.

    Old thread I know but....

Try using a wire brush on them.

Back when I was a kid, I detailed cars and that is what we used.

Obviously, be careful not to scratch the rims.

+1 on the Wesley's Bleach White....Good stuff! One of my Harley's has Gangster Whitewall Balloon tires and I swear by this stuff.
    (My Wife's Bike):

Spray it on. let it sit for a few minutes, give it a good brushing with a nylon bristle brush, and rinse thoroughly. I use Meguiar's Tire Gel after that to keep them looking spiffy and they won't "brown out" as readily...(not on the bike - NEVER use that kind of stuff on motorcycle tires - unless you like picking gravel out of your knees & elbows!)

Wesley's is my favorite because it cleans everything off the tire. After you get it clean and let it dry you can run your finger over the rubber and you wont see anything come off. Leaves a nice clean surface to apply your rubber conditioner on.
