I hope you used a clay bar on it before you did the initial polish?
If so, you might want to try a NanoSkin instead of a clay bar this time.

AUTOSCRUB Sponge Fine Grade with a good clay lube.
I took the truck to the body shop that painted my bumper. He said it was water spots and the hood needs repainted. Theres gotta be a way to get those out. Im not a body guy but i dont see having to repaint the hood !
Although it is very difficult to diagnose paint issues from pictures I might suggest trying a little something first.
After all, what can it hurt...he wants to repaint. Try a small bottle of Spotless: Water Spot & Mineral Remover.
I also might suggest having a detailer (rather than a painter) look at it. What city are you in? I'll check my listing.

Wow, I looked at my CQF detailers map there and are none "close" by.
I wish there were, I would send you to a CQF detailer and have them appraise to issue.
Sadly, most "detailers" are wash and wax guys with little to no knowledge of paint correction and protection.

OK here's some more questions?
Is it possible the spots were "always" there and you didn't notice until the hood was polished?
Have you touched them to see if there is any surface feel to them? Do they feel like bumps?
You did say that they "appeared" after you polished the hood with a DA. Is that correct?
Its very possible they were always there then the polish brought them out. Yes they appeared after the da polish porter cable chemical guys ultra fine pad black. Its the weirdest thing because the rest of the truck is beautiful. You can see where the washer fluid rolled down the hood and i guess burned into the clear coat. Its a perfect line right from the washer fluid nozzle
