I'm not sure what it is from the photo.

There are two way to remove contaminants.
    Chemical and Mechanical. Mechanical=Polishing

    You've tried mechanical...now try chemical.
    I'd give Carpro Spotless and/or Iron-X a try.

I've also had good luck with Griot's Bug and Smudge remover.

A mild paint cleaner will remove any coat of wax present in the surface and also leave it perfectly prepared for a sealant or wax.

Actually it's better if it has no wax in it.
Something like Meguiars Deep Crystal Paint cleaner should work.

Well actually it looks like I missed the mark on this one.
Meguiars Deep Crystal Paint cleaner has been discontinued.

You might try Four Star Ultimate PreWax Cleanser "It removes old wax and contamination..."
Although, I personally haven't used this particular item, Four Star makes very good products.
From what I have learned this particular product is made to do exactly what your looking for.
On the other hand, there's Eraser and even diluted IPA or Simple Green might do the trick.

    Let us know your results.

Do i just repolish it. On top of the waxed hood or does the wax need to come off?

The hood has a coat of wax on it. but i dont like the way it came out. So how do i start from scratch want all the wax off so i can iron x it or pre wax cleanser. I dont know why the hood is the only part giving me trouble the rest of the truck looks fantastic

    Polishing to strip old LSP
If the hood needs to be polished...swirls, fine scratches, gloss improvement etc. polishing should remove existing LSP.
These protective products are so thin that the are unmeasurable. A normal polishing with a DA should remove them.

    How does it look?
What are your issues with the hood?
"I don't like the way it came out"...What wax did you use on the hood?

The Four Star Ultimate PreWax Cleanser states "it removes old wax and contamination..."

Have you "clayed" the hood to see if that removes the white dots? Do you have a clay procedure and products?
I'm still trying to make a determination if the hood needs a chemical or mechanical process to remove the white dots.
Here are a few chemicals you could try...Zep Citrus Cleaner, Mineral Spirits, IPA, Goo Gone, Simple Green, Griot's Bug and Smudge remover...
