    dragging rear pass brake

so a couple days ago I noticed a grinding noise from the rear while driving
Not as I applied the brakes but a constant noise so I put the
rear on jacks and checked for the noise it's coming from the pass side rear brake and looks like the caliper won't release
so I change it bleed everything and still the same issue I removed the caliper and just put the rotor on with the lugs tight and no noise starting to think maybe the proportioning valve
has failed but I'm not sure

Could be the brake hose, many times they collapse internally, you can usually tell by simply opening the bleeder when the brakes are stuck, if it then releases it is in the lines, if it does not release it has to be in the caliper or pad mounting area. Did you clean the rust from under the stainless steel clips???? did the pads go in free??? If it were further up the hydraulic system both rear brakes would be sticking. Also remember, just because a part is new doesn't make it good!!!!!!!!!
